China and Oman have signed a currency exchange agreement, 14 memoranda of understanding and a cooperation protocol during Omani Sultan Haitham bin Tarik's state visit to Beijing, marking a significant expansion of bilateral cooperation in finance, technology, energy and trade.

The agreements were witnessed by Chinese President Xi Jinping and Sultan Haitham at the Great Hall of the People on Monday, November 2. The signing took place on the final day of the Sultan's two-day visit, which was the first by an Omani head of state to China since the two countries established diplomatic relations in 1978.

According to Oman's Ministry of Foreign Affairs, the currency exchange agreement was signed between the Central Bank of Oman and the People's Bank of China. The agreement establishes a framework for currency cooperation between the two central banks, although the announcement did not disclose its size or duration.

The 14 memoranda cover a broad range of areas, including green development, media and information exchange, scientific research, technology and innovation, securities and futures regulation, data and the digital economy, artificial intelligence, space science and satellite navigation.

Other agreements address cooperation involving central bank digital currencies, industrial and supply-chain investment, competition policy, environmental protection and the management of historical archives. A separate protocol concerns inspection, quarantine and health requirements for dried dates exported from Oman to China.

The breadth of the agreements suggests that both countries are seeking to expand their relationship beyond traditional energy trade. China is a major buyer of Omani crude oil and energy products, while Oman is working to diversify its economy and attract investment in logistics, manufacturing, tourism, technology and renewable energy.

The joint statement issued after the visit also highlighted the importance of strengthening political trust and expanding cooperation in trade, infrastructure, investment, finance and advanced technology. The two countries said their relationship had developed substantially since the establishment of their strategic partnership in 2018.

Energy cooperation remains a central component of the relationship. According to Reuters, the two sides agreed to deepen practical cooperation in oil and natural gas while expanding collaboration in renewable energy, including solar photovoltaic power, wind power, electricity transmission and energy storage.

The currency agreement may also support financial cooperation by providing a mechanism for transactions and liquidity arrangements between the two countries. However, its actual commercial impact will depend on the details of implementation and participation by financial institutions and businesses.

Oman occupies a strategically important position along the Arabian Sea, close to major maritime routes connecting the Middle East, Asia and Europe. Its ports and logistics infrastructure offer opportunities for international trade, while its location gives it an important role in regional shipping and energy transportation.

For China, closer relations with Oman strengthen its economic and diplomatic engagement in the Gulf. For Muscat, cooperation with the world's second-largest economy could help attract investment, expand export opportunities and support its long-term economic diversification plans.

The agreements represent a broader effort by both governments to translate longstanding diplomatic relations into practical cooperation across emerging industries and financial markets. Their success will ultimately depend on how quickly the memoranda develop into investment projects, business partnerships and measurable commercial outcomes.
